CAPACITY / COMPETENCE
(This case concerns an individual affected by FASD who was denied services by Community Living British Columbia when he turned 19. He had been receiving these same services for many years prior to CLBC's arbritary decions that was based solely on an IQ. The case was decided in favour of the individual, but the Provincial Government of BC is supporting an appeal of this decision)
